WEll you can put this two together...

Hosho's upgraded fighter squadron are faster and hits harder than Langley's fighter squadron not to mention your TBs are a bit more faster than their TBs... you can play the tag and it strategy(Basically lure his fighters to CA AA firing line and engage it there) at the very least you have an eye over his fighters if he ever sense the impending counter keeping him in check most of the time. Or you can very least use your fighters to impend a TB strike since Hosho's fighters are way faster than langley... but dont engage fully... once you down 1 or 3 planes or you'll lose one of your fighters( you lose 25% of your Aerial fighting capability)... you retreat your fighters back to their position (Over CAs or middle map) one way or another you are more mobile, more versatile and much faster to respond than your USN counterpart use that to your advantage.

the strategy will work till t8... since t9/t10 USN CVs are OP. Taiho and Hakuryu has little to no use other than to turkey shoot its planes... 180kts of t10 USN fighter vs your 176, 156, 156 of your IJN planes... you can have the fact that your bombers are faster than them and your squadrons are much more numerous than your counter part

If you want to play dumb, do not flown any plane until you team kills the Langley. Then you can start to spread terror. Werks perfectly during 1 vs 1 CV combat. Whoever worries about this tactics are your friendly DDs tho.
