As I did a little bit research, it comes up to be the Aurora have 2~3 torpedoes but they are not in the game

Is this for balance purposes or the devs forgot to model it?

1903:
8 x 152 mm (6-inch) guns
24 x 75 mm guns
8 x 37 mm guns
3 x torpedo tubes (two underwater)
1917:
14 x 152 mm guns
4 x 7.62mm AA guns
Machine guns
3 x torpedo tubes (two underwater)

Its a design choice, BBs dont get torps, even though several in game vessels mounted them in at least one of their various configurations.

The logic is probably that fixed torpedo mounts would be near useless anyway, and theres only one reported instance of a BB damaging another BB with torps (HMS Rodney against Bismarck), anyway, so its not a historically important detail.

Alright thanks

But wait

Aurora is a cruiser

It is? I could have sworn it was a BB, but I havent actually looked at the Russian "Tech Tree" in some time. The answer is again likely to do with the fixed mounts, underwater tubes cant be aimed independently, you have to aim the ship. Much irritation for those trying to use it.

You can see where the forward tube is supposed to be on the Aurora model. The hole for it is closed up.

Why?

Historically those 457mm torpedoes have 5KM range at speed of 28knots, they are the first torpedoes ever made.

The earlier builds also used to tell you what year the hull was, its possible the in game one is modeled on a hull that had the torpedoes deleted (this was a common practice as WWII approached and it was realised that torpedoes are actually a liability on larger combatants). For example the Pensacola "A" hull was from the year after its torpedo tubes were deleted, which is why it does not have torps in game either despite being built with mounted tubes.

no

The aurora always have the torpedo, from 1903 to 1917, so I don't see why it's not being added to make this cruiser even more unique

Aurora was in active service as late as 1930, and was still in commission at the start of WWII. There would have been frequent modifications made to her during that time. As to why they'd chose not to add fixed torpedo tubes into the game, thats a question for the gameplay and balance departments.

IIRC torps being implemented on ships in game involves the launcher being adjustable for a varying amount of degrees of fire.

Anything that has fixed tubes has had them welded shut (well at least in game they are!).

basically, any ship with forward firing torps or a single tube on deck has had their torps deleted

reason why : too hard to code

I seriously can't think of any other reason apart from engine limitation.

balance

a 5km torp that moves at 29knots hardly needs balancing

apart from it being nigh on useless but just having the things provides a bit more flavour of use

Not really, all the required code already exists in game, firing a single torp from a mounted launcher is exactly the same as firing multiples. Not even being able to aim the bloody thing is also the same, except instead of a player aim input, the game substitutes a fixed value.

Balance or gameplay decisions are the reason.
