FPS sudden drops and aiming problem

Not sure if anyone is experiencing this too, but I and experiencing random FPS shutter from 60-70 down to 10 ish..

happened after the 0.4.0 update.

 

and the aiming bug its really annoying be honest

there are two bugs regarding to aiming which I have came across with

1:

when returning from 3rd person view to  scope view, the scope view sometimes becomes low as water level,

in order to fix it you have to return to 3rd person view back and forth until it goes away

2:

the place of the ammunition doesn't hit where you are aiming unless you go to 3rd person view and return to scope view.

Hi LiquidSnake, thank you for the reply.

Here's the spec

cpu 3930k

ram 32GB 

vga titan x 350.12 (tried newest driver too)

win 7 x64

 

I found out if I turn texture filtering down (was on all High setting) fps runs bit better

I managed to highlighted a footage on my live stream past videos regarding to the "returning from 3rd person perspective to scope view height problem"
