Noticed the base xp required to gain 15 British Tokens, 3 billion - logged out and logged back in to confirm. still 3 billion base xp required

Not by yourself alone.

It's a Collective Combat Mission, that the progress bar is filled by all eligible battles played by all players of a Server Realm (APAC/NA/EU, and the independent CN and RU servers).

A player must make some contribution to claim the collective mission rewards, so there is a counter for personal contribution.

The first half has been almost done a week after the formal start of the British Submarines Early Access event (March 2nd), I don't see the problem here.
