Best Buffalo build & Captain skills

Just gotten the Buffalo...
The Upgrades modules are my main concern... can't decide...

I have also wondering about this topic.

As for captain build that should be rather ordinary and standard and I think it would be safe to bring a captain trained for Baltimore: Grease the Gears and Gun Feeder, Consumables Enhancements, Heavy AP Shells and Superintendent, and Concealment Experiment.

Upgrade builds are tricky considering her clumsy handling and short range though.

I have resorted to a "semi-" meme-build of Propulsion-SGM2-Range for my Buffalo, considering her handling issues and intended combat meta.

(While this build do solve the handling problem it creates new issues like being spotted by a traditional stealth-build Roon by about 400m...)

I had a glance at the NA Community for the Buffalo Build issue and the ship has also generated much discussion there as expected.
