It's hard to exactly say since experiences with the ships would depend on preference as well as skill level, as well as if someone actually already has the ship. In short, any discussion will mostly be subjective and I don't think anyone would exactly agree on many things. That being said, at tier 2 I would say Mikasa is a keeper. Practically OP at that tier. Has very good armor, very good defense as well. It is slow and main guns are shite in every way you can think of; however, its secondaries is its main strength and practically you can obliterate all ships in that tier (as long as you're mindful of torps, of course). it can even wipe with tier 3 ship, especially battleships, and still come out on top. If only other battleships have the same qualities of this ship (sans its slow speed and horrible main guns), then I would say such a ship would be OP.

Tier 9 I'd give to the Pommern. Because I have it and have used it extensively. It's a joy to just go around with it. Great main guns, and great secondaries as well. It even has torps. The Pommern is actually an up-gunned Tirpitz/Bismarck. It is less maneuverable than the Tirpitz due to its size of course. Good luck trying to make a turn on narrow spaces between islands. 

Tier 8, I would say the Tirpitz. The qualities of the Pommern are the same as with this ship, which is not a surprise since as mentioned, the Pommern is an up-gunned version of this ship. It is more maneuverable since it is slightly smaller than the Pommern. Dispersion is a bit worse though since it only has two guns per turret.

Those are just some of the ships I like. There are a bit more but this can turn into a long post, so I'll just give some of the ships that for me are keepers.

I have kept almost all tech tree ships to collect more rewards in events like Anniversary and New Year as well as to satisfy my desire to "collect" them.

In addition I think that when discussing "keeper" ships, we should focus on T2~9 tech tree ships by default: T10 ships are the end-term result of tech tree grinding and owning them would make many competitive modes accessible for you (this may have become moot considering the Ranked overhaul).

I would like to add at least Emile Bertin for T5.

For T9 candidates there have been discussions before for best ships to place freemium permacamos on: Izumo, Jutland, Kitakaze, Udaloi and Z-46. Runners-up include Roon, Brindisi, Buffalo and a few more others.

Add Mogami for T8, 38-mm pen against USN BBs. You would need a specialized captain with IFHE (light cruiser build) though.

Nurnberg's performance is flat out pathetic and Caracciolo's gunnery seems to be very inconsistent for me. I would rather nominate Andrea Doria for lower tier experience of Italian battleships (or even Dante for T4 lols). And Hipper... currently she remains not competitive enough for many players I think.

I'd add:

1. Ranger at T6. All squadrons are capable to hit anything with no hassles like overpen on DDs, or bounce because the target is well-angled. I remember AP rocket & bombs don't work against DDs.
2. Queen Elizabeth at T6. Even her stock hull has decent AA. Her B hull improves her AA further, good enough to shred all kind of T6 planes with ease. Her guns also pack serious punch with decent accuracy.
3. Lyon at T7. With 16 guns, she will smash anything with sheer number of shells per salvio. Her AA is also decent. I remember I managed to shoot down 50 planes with that ship.

I still have Shenyang for the lulz. Most people on that tier don't know how to dodge the deep water torps.

Tallinn is also good at wrecking broadsides. Too bad she doesn't have heal, but that's why Eugen exists.

Don't have too many ships and my preferred ships are:

T5: Konigsberg (First ship to get 5 kills)

T6: Pensacola (AP with special richochet angles is devastating to cruisers' broadsides)

T7: Hellena (15 guns is both useful in Narai or random battles to hide behind an island and fire at everyone within your range)

T8: Clevland (good concealment, high DPM, decent AA defense)

T9: Jean Bart ( High velocity shells, reload booster and special coefficient for more credits)

T10: Nevsky (radar to suppress DD, AA to protect yourself from CV also good at long-range engagement), Thunderer(HE and AP shells from a 457mm gun every 23 secs)

Golden rule.  Never sell.   Just look at GME.

Yeah, I spent a few credits last event on rebuying all my T5s. Prior to that, I only kept T6-T8 and T10.

To date now, I have T5 to T10 of all ships I have unlocked except for some T9s which I sold to buy T10s which I intend to rebuy as soon as I have the cash.

Yeah. Unfortunately I sold quite a few prior to them introducing things like snowflakes and new slots for monthly missions.

Totally agree and then some. I keep all ships from T5  and up. Having kept all the T5 - T7 ships I have ever acquired I used them to good benefit last snowflake event to accumulate 10's of thousands of coal and got Thunderer with it before WG taketh it away...  Same for T8 - T9 except with steel. As for T10, well...unless you play competitive, are a collector or just want to try your luck with the rigged Santa crates that's totally up to you on whether to get them or not.

I'm in a similar boat to you. Been expending most of my grinding effort at unlocking tech tree ships then grinding for credits to be able to acquire them, then upgrade them, then equip them with all modules. Sigh...so much credits needed. I have multiple tech tree ships unlocked but simply cannot afford to get them.
