It looks like a clock, but the numbers only go up to 10 (or maybe that's 0 at the top). What is it? Doomsday Countdown Timer?

What Retia said. It's called a Range Clock or Concentration Dial. It's used to visually communicate the range (or sometimes, target) that the ship is firing at to other friendly ships in the formation, in order to better concentrate fire.

So it's not the laptimer for the ship's pool then?

 

no way I'm going any where near the ship's pool after the stokers from the morning watch have used it.....

I.e. pre-radio/wire-less transmission equipment.

 

They actually found stuff like that to come in useful even during WW2.  Finicky electronics like RADAR and radio weren't that reliable during that time period and it wasn't uncommon for ships to take a bit of battle damage and lose their coms whereupon they went back to using aids like that.
