Display Upcoming Patch Dates/Times Permanently In-Game

Display the Patch Date and Time its due all the time, please.  We would like to plan ahead so we need to know when is the next patch date/time is. 
Display a TBC (To Be Confirmed) notification until WG finalises it.

WG sometimes changes the times and dates.  Patches even drop on different days of the week, due to public holidays.  Printing it once in the patch notes is easy to miss.

So display them for all to see in-game on the main port screen (not hidden away in the News section) and on the Game Centre and your website main news page. 

Things can change.  Once the Asia server reset time was 6am UTC+8 but now its 5am UTC +8.  Patches are normally 4 weeks but can be 5 weeks when needed.
