No ide why the nerf for Fen Yang's RoF. Anti-CR DD? That's new.

I am very concerned as Fen Yang has 2 handicap.

17 mm HE penetration and Asashio DW Torpedo (BB and CV only Torpedo).

At least let Fen Yang have either Pan-Asia DW Torpedo (C, BB, and CV Torpedo)
or
have 30 mm HE penetration instead of 17 mm.
