Changes to training Captains from Elite ships?

This morning I log in and see the Minnesota is now available and I need about another 12k XP.  Easy I thought.  So I select my Kansas and it tells me my Halsey needs retraining,   Wut??  He's been on the Kansas for a week or so and now needs retraining.  I checked with other captains and it seems moving Captains to Premium ships still costs nothing.  But it now costs to move a Captain from a Premium ship (Halsey was on Missouri).

But why do I have to retrain a Captain already on the ship???

What am I missing ?

ps  I'm no fan of these ships, they will just be harbour queens for Xmas boxes, snowflakes etc

They weren't tech tree ships before, but now they are

When they are in Early Access, they can get any captain like a premium/special ship.

Now they are normal ships, so the captain on the ship still has specialization for another ship, so now the captain needs retraining because he isn't on his specialized ship.

Maybe. Check the captain to see.

Ah, ok, that makes sense.    Does Halsey come with specialisation for Iowa?  (I don't think I started him there, may have I suppose.)  So he will need retraining for any ship but Iowa. (or a premium)  And I thought that moving captains to or from Premium Ships was nothing.  I've never really done that much.  Maybe I used to know this.  

So Halsey off Kansas,  give Kansas a scrub captain, flags, camo, 1 or 2 battles and hello Minnesota.  Kansas may never sail in random battles again although it wasn't as bad as I feared it might be.

I will never use gold to retrain and that is coming when they remove the option to use Elite Captain XP
