well pretty much all DD need their Torp range ( and some speed also ) buffed and many their  detection reduced to made torp actually able to hit consistently , its of no use with a high alpha if the game made it that it almost never hit , speaking of that , I say the Royal Navy CL is the worst hurt , got no HE, suppose to be close quarter so they can use their fast 152 on light force and their torp on CA and BB, well now that everyone range off , they cannot venture out, they just do not had the armor, nor the HP, not even the speed nor the stealth , their guns do not work when people angle ( and they will ) nor at longer range ( which they are ) and the torps, well pretty much the same case as DD
