Hi Guys,

just bought the Massa, looking forward to playing it later when I get home, now is choosing IFHE still relevant for the secondaries or not?

Short answer: No.

Long answer: After the IFHE nerf, it is only useful if you are top tier as it allows you to pen the decks of most T6 BBs (and some T7 BBs). It also allows you to pen the bows and sterns of a few T10 cruisers. Otherwise no, IFHE is no longer relevant.

Yes you can.

Massachusetts, Georgia and Ohio have improved Secondary accuracy, so unlike the other Secondary ships, you don't actually need Manual Secondaries if you don't want to spend those 4 points. Iirc Massachusetts accuracy without Manual Secondaries is only a bit less accurate than say a Bismarck with Manual Secondaries.
