Unlike Main gun firing penalty, Your concealment won't go far away to your secondary's maximum range. Your concealment will stay 5.9km unless you don't use your main gun.

Its very slow to activate it seems.

You need to face US Battleships (Slow) in order to make Secondary useful :)))))
