Collections from Crates not dropping?

I been working on completing the Azur Lane collection at the moment and looking forward to getting the commander.
But after the last update I don't seem to be getting any more of the collectable chibi characters. Previously I would be getting one (even a duplicate) semi regularly with my daily crates, but now I have had opened lots without any result. I know it is random, but it has been a very noticeable change and only recently.

P.S. I have looked and the button for collecting that set is still checked.

Opened several more crates these past few days, still no drops. It is quite a disincentive to play.
