What to do with AUTOBOT commanders

I have acquired a few autobot commanders.

So, why would I want to use these and are their skill point cummulative? Hmmm, dumb question...skills are associated with any particular commander.

Otherwise, they just sit there in reserve.

On a video update, I saw that in the future we will be able to pool ship XP?

You can use them on any ship type. But they are nation locked.

Optimus and Bumblebee can be used at any USN ship.
Megatron can be used at any German ship.
Rumble can be used at any Russian ship.

They are the same as ordinary captains, but with 1 small change, they will use their voice over (if you have toggled the voiceover modification to "National voiceover +" in the settings menu.).

Sorry, I didn't understand the question. Could you elaborate or explain the question further? Thanks.

I have to go back and watch that 9.9 video again before I say something Inaccurate .

Is there a penalty or cost for switching skippers?

I have never done this for fear of losing skills  etc...

thank you

There are 5 scenarios on this.

Scenario 1: Switching skippers from a tech tree ship to another tech tree ship
(i.e. T7 Colorado to T8 North Carolina)

If you have a skipper on the T7 Colorado, and you want to put him on the T8 N. Carolina, that skipper will require retraining.
While retraining, your skipper's skills will be either at 50% effect or no effect at all (depends on the skill).

Scenario 2: Switching skippers from a premium ship to a tech tree ship
(i.e. T7 Florida to T8 North Carolina)

Same as scenario 1. That skipper will require retraining.
While retraining, your skipper's skills will be either at 50% effect or no effect at all (depends on the skill).

Scenario 3: Switching skippers from a tech tree ship to a premium ship
(i.e. T8 North Carolina to T7 Florida)

If you have a skipper on the T8 N. Carolina, and you want to put him on the T7 Florida, that skipper will not require retraining.
All your skills are at 100% effect.

Scenario 4: Switching skippers from a reserved skipper to a tech tree ship
4a: If the skipper previously sailed on the T7 Colorado and you want to put him on t8 N. Carolina, penalty. Skipper will require retraining.

4b: If the skipper previously sailed on the T8 North Carolina and you want to put him back on the same ship, no penalty. Skipper will not require retraining.

Note:
Each time a skipper masters the current ship, the previous ship is no longer be mastered.
i.e. If skipper was from 7 Colorado, transferred to T8 N. Carolina, then suddenly you want to put the skipper back to T7 Colorado, the skipper will require retaining.

Scenario 5: Switching skippers from a reserved skipper to a premium ship

Same as Scenario 3. That skipper will not require retraining.
All your skills are at 100% effect.

Note:

If the skipper is being switched to the same class (i.e battleship to battleship or destroyer to destroyer), you don't need to worry about switching skills.

If the skipper is being switched to a different class (i.e battleship to destroyer or destroyer to battleship), you definitely need to switch skills.
Some skills will be either incompatible or will not work if you suddenly switched a skipper from a different class of ship.

You will not lose your skipper skills.

Unless you reset (redistribute button) the skipper's skills.
