Stop updating the research bureau and start reworking them as promised.

Just because the name was changed from Naval Training Center to Reserch Bureau but leaving the core mechanic intact, does not mean that it is a new product.
You (WG) are just fooling yourself. You (WG) are the one creating alternative facts. You (WG) know that NTC / RB is very unpopular. You (WG) refuse to believe that NTC / RB is very unpopular.
Why else would you give away Research Points in Daily Challanges if the mechanic is good and popular.

Also, players that can not earn Research Points via Daily Challange without unlocking 5 ship lines is very discriminatory.
What if the player is a new player, or the player only want to complete one or two lines because of their playstyle or they do not have tme to play.They are left out.
Such discrimination.

And since Unique Upgrde is now inside the Research Bureau, it thus fulfill Naval Training Center's original plan. Putting a "buff" on a ship by reseting the ship line.
Also low tier match making was updatd at 0.9.6. Now players who can not assemble a complete team will be filled by WG bots after 3 minutes of waiting. So the play low tier reason is no longer a reason anymore.

 

I already have given feedbacks in 0.9.5, 0.9.6, and 0.9.7. I also have given suggestion on RB mechanic.

 

A good idea on Call of Duty does not mean it is a good idea on World of Warships. Do not copy other's work. Know your product. Study the risks and feedbacks before implementing.

Just incase no one read the feedback post, I will paste the 0.9.6 and 0.9.7 feedback here. 0.9.5 feedback is gone.

0.9.6

Naval Training Center "Research Bureau"

Again like what I have said in the previous feedback, I have no problem against WG / Lesta updating the Unique Upgrades.

 

The main problem or the core of the problem lies in how Naval Training Center / Research Bureau mechanic is implemented.

And now, also adding the discrimination practice on who is only able to collect research points in combat missions.

The Re-grind:

Again and again, you (WG) said that you will re-work the NTC, instead, you (WG) only renamed it. There is a huge difference between the words re-work and re-name.

And now, by putting the Unique Upgrade into the mechanic, it now, thus, complete the developer's and / or manager's original NTC concept by putting a buff on a ship by reset.

Even if you (WG) put the resource in daily challenge missions, the core mechanic is still the same. No matter how you change the words or spin the story.

 

NTC/RB is basically a a scam.

Once you agreed to reset your hard earned tech tree lines, WG will sell all those ships and compensate you 50% of it's original price.

Once the line has been resetted, you will start the regrind from T1, while RP tokens starts at T5. Another 50% scam.

And finally, to acquire the RP tokens, you only need to play the re-grinded ship once (snowflake mechanic). Once RP token is acquired, you still need to play through the entire tier to get to the next tier and next RP token. That's only 1% return over your investment.

The whole thing is a scam.

 

And what is the point of populating low tier now since you (WG) have fixed the problem in this patch (0.9.6). See Low Tier Match Making response feedback below.

The Discrimination:

Again, credit where credit is due, this is a good move by WG / Lesta.

HOWEVER,

Just because you are giving away Research Points in "Daily Challenge" to make or force players to use the failed implementation of Naval Training Center (RB), does not mean it was implemented

The developer and manager who made and approved this, still failed to face the fact that, it will still require players to unlock five tier 10 ships in order for them to gain access to both the mechanic and the resource.

Not fully realizing only still a hand full of players that can access this.

Players who do not play other nations, who only plays one type of class, who has yet to unlock five tier 10 ships, or even new players are left out.

Don't they know how long it takes to play through T8 to T10?

 

I have said it before and I'll say it again:

What looks good on Call of Duty, doesn't mean it will also look good on World of Warships.

It's as if the developers or their managers don't know the product they own or sell, let alone play the product they own or sell, and just copy, paste, & approve ideas from other game developers.

Unique Upgrade

Again, I have no problem on balancing the unique upgrades.

It is the Naval Training Center (NTC) / Research Bureau (RB) mechanic that is the problem.

Naval training Center (NTC) was not scrapped. Naval training Center (NTC) was not reworked. Naval training Center (NTC) was renamed to Research Bureau (RB).
No matter how many words you change. No matter how many times you spin the story. No matter how many interviews you have. The mechanic is still the same.
And now, Unique Upgrades are now inside the Research Bureau, it now thus complete its original Naval Training Center (NTC) plan and purpose. A ship buff for re-grind / re-crawl.

Now that you (WG) are giving away Research Point in Daily Challenges, it fully shows that the community / playerbase does not support your Naval Training Center (NTC)/ Research Bureau (RB) idea.
You (WG) just showed us that Naval Training Center (NTC)/ Research Bureau (RB) is very unpopular and you are conceding, no, begging the community / playerbase to use this "abomination".
Instead of making a fool out of yourself and and make pathetic attempts to beg the community / playerbase to use Naval Training Center (NTC)/ Research Bureau (RB), why not rework the entire mechanic as promised.

Here are some NTC / RB rework ideas for you. We did homework for you. Your welcome.

 

WoT Mechanic:

^T5 - Top 3 winning team will get 1 RP. Losing team gets none.
^T6 - Top 3 winning ream will get 2 RP. Losing team gets none.
^T7 - Top 3 winning team will get 3 RP. Top 3 loosing team will get 1 RP.

^T8 - Top 3 winning team will get 5 RP. Top 4 - top 8 winning team will get 3 RP.
       - Top 3 losing team will get 3 RP. Top 4 - top 8 losing team will get 1 RP.
*T9 - Top 3 winning team will get 8 RP. Top 4 - top 8 winning team will get 5 RP.
       - Top 3 losing team will get 5 RP. Top 4 - top 8 losing team will get 3 RP.
*T10 - Top 3 winning team will get 10 RP. Top 4 - top 8 winning team will get 8 RP.
          - Top 3 losing team will get 8 RP. Top 4 - top 8 losing team will get 5 RP.

* Optional / Occational. If WG wants make players to play mid-tier more.
^ T5 - T8 will occationally give double bonus.

 

Elite Ship XP:

Use elite ship XP and convert them to RP.

^T5 - 10,000 elite ship XP for 1 RP
^T6 - 20,000 elite ship XP for 1 RP
^T7 - 30,000 elite ship XP for 1 RP
^T8 - 50,000 elite ship XP for 1 RP
*T9 - 80,000 elite ship XP for 1 RP
*T10 - 100,000 elite ship XP for 1 RP

* Optional / Occational. If WG wants make players to play mid-tier more.
^ T5 - T8 will occationally give double bonus.

 

This idea was a collaboration with @Paladinum. Using mechanics from Diablo 2 and Diablo 3

The "Diablo 2" mechanic:
The rental feature is already available in Clan and Ranked battle. [Ship Name]
Any XP earned by that ship can be converted. It also eliminated FXP usage.

Just a sample:
^T5: Season 1 = Steel                    Season 2 = Doubloons            Season 3 = Coal
^T6: Season 1 = Credits                Season 2 = Coal                       Season 3 = Steel           
^T7: Season 1 = Coal                     Season 2 = FXP                        Season 3 = Doubloons
^T8: Season 1 = Doubloons          Season 2 = Steel                      Season 3 = Commander XP
*T9: Season 1 = Commander XP Season 2 = Credits                  Season 3 = FXP
*T10: Season 1 = FXP                    Season 2 = Commander XP  Season 3 = Credits

After the season, ships rental expires.
Wait till next season.
Rewards are flexible and unpredictable per season. (Unless WG announce.)

The "Diabol 3" mechanic:
Its a hybrid of both snowflake and signal flag.
On the port, select the credits, then choose which "currency" the player wants to
After choosing the desired "currency", there will be an icon. Hence the snowflake mechanic.
The player will have to do 1 thing, Win the battle. (Only redeemable at Random, Ranked, Clan battles.)
If the player wins, the player gets the reward. If the player loses, no reward. Hence the flag mechanic

If the player plays it in Co-op, the player will get a fraction of the reward (1/4 compared to Random. Which is not a very good return in terms of investment)

 

 

There is no reason not to change or rework NTC / RB.
You did re-work the CV mechanic.
You did change directives, daily challange, and daily missions work.
You did update the flooding mechanic.
You did give players the option to open all containers. And recently, you did give the players the ability to move their consumables.
There is no reason on turning a blind eye on improving the game. Especially if you want veteran players to come back and / or players to re-open their wallets to you again.
