Harugumo shells

Dear Dev team,

 

Harugumo shells reach to aimed location 19 second later, is that not too much ? How can i know my openents when will be there 19 sec later ? also aiming is too sensitive. hit enemies from boradside almost impossible because they got 19 seconds for running , changing directions .
