American cruiser Anchorage, Tier VIII

  • Main battery reload time increased from 12.0 to 15.5 s;
  • Models of planes are changed according to the Tier:
    • Spotting Aircraft Curtiss SC-1 changed to Vought OS2U
    • Fighter Curtiss XP 40S changed to Grumman F4F

X Paolo Emilio

  • The ship moved to Tier IX
  • Number of Hit Points reduced from 24,700 to 24,400;
  • New torpedo tubes with the following characteristics are mounted:
    • Maximum torpedo damage- 23,767
    • Torpedo speed - 67 knots
    • Torpedo detectability range by sea - 1.7 km
    • Torpedo range - 4 km
    • Reload time - 71 s.
  • Main battery reload time increased from 7 to 12 s.
  • Main battery firing range reduced from 13,8 to 11,3 km
  • "Exhaust Smoke Generator" parameters were changed:
    • Reload time reduced from 180 to 140 s
    • Number of charges increased from 3 to 5
    • Action time reduced from 60 to 30 s
  • "Engine Boost" parameters were changed:
    • Reload time reduced from 180 to 140 s
    • Bonus to maximum speed increased from 8% to 25%
    • Action time reduced from 60 to 30 s
    • Number of charges increased from 3 to 5

In the new test iteration, we radically changed the concept of Paolo Emilio. Now it is a destroyer whose goal in battle is to conduct rapid torpedo attacks at close range. An "Exhaust Smoke Generator", an "Engine Boost" which increases the maximum speed by 25%, and torpedoes that have high damage and quick reload, but a short range, will help her in her role.

To play effectively, it's important to choose a target, plan an attack route, engage, and retreat. It is worth noting that the Smoke Generator will only allow you to get closer to the enemy, but the action time is not enough to hide from the enemy ship when retreating.
The main-caliber guns still have a high salvo weight, but due to the long reload time, they are more of an auxiliary weapon.

IV Rhein, VI Weser

  • Shortened attack preparation time for rocket planes:
    • For Rhein from 4 to 2.5 s
    • For Weser from 3 to 2.5 s.
  • Rhein's torpedo parameters were changed:
    • Maximum damage reduced from 3,600 to 3,000
    • Chance to cause flooding reduced from 31 to 25%.

X Franklin D. Roosevelt

  • Aircraft restoration time was changed:
    • For attack aircraft from 111 to 114 s
    • For torpedo bombers from 182 to 141 s
    • For bombers from 171 to 131 s.
  • Number of aircraft per squadron was increased:
    • For torpedo bombers and bombers from  8 to 14
    • For attack aircraft from 10 to 14
  • Number of aircraft on deck was increased:
    • For torpedo bombers and bombers from 8 to 21
    • For attack aircraft from 10 to 21
  • "Repair" consumable removed from all types of squadrons 
  • "Patrol fighter" consumable removed for attack aircraft. 

We decided to test an alternative concept of Roosevelt's planes. Now there will be more aircraft per squadron, but no access to the "Repair" consumable. It will not change the efficiency of the carrier: AA damage will affect the number of planes, but the overall damage dealt by the carrier will remain almost the same.

Ah really, so some ( likely who do not play DD at all ) think it would be a good idea to had top tier game with a DD that do CLOSE quarter Torp attack and really only had that as the main one  ; interesting I wonder how many time any DD ( these days ) actually had a chance to get within 4KM for a torp run this fashion ... 12s reload, that's worse than some 203 ( its not like 7 sec is any good anyway )

This is pretty interesting.

So the idea is to pop smoke, charge an enemy BB with Speed Boost active, torp the fella, then get out.

Not sure how it is going to work in reality considering the abundance of radar, but I must say I am intrigued.

Huh? So its rocket planes cannot deploy fighters? Why?

Apart from that, those look like some very big buffs for the Roosevelt. But WG says it is balanced out by the removal of the heals? I dunno.
