can anyone tell me what penalties apply to skill/module stacking?

example: Basic firing training skill has 10% range for AA, advanced firing training skill has 20% range AA/secondary batterys,  and the Secondary battery mod has another 20% to secondary range, if the player has all these what would the ranges  for AA/secondaries be?  And does the secondary range increase affect AA fired from secondary batterys (assuming said ship uses secondaries as AA) ?
