IFA or PT for 1st tier

LS+AR for 2nd tier

BFT+SE for 3rd tier

IFHE+CE for 4th tier

I would add PM for first tier .. French DD cannot hide, so you want to made it very sure that everything work all the time ( well as much as possible ) ; CE for 4th tier really depend on your play style ; after all you will be firing your guns and its not like you are going to stealth much .. just like high tier Soviet Gun boats, AFT can be an option but you basically play as a CL then
