Found it. 
I cropped the meme. Upload it to Google Image.
Returned 1 website (I think it's a Chinese streaming service).
It's a thumbnail of a video. So technically it's low res. (300x200)
Saw something on the direct link which signifies which size should it return.
Removed it and viola:
