Seeing as containers for other time-limited collections have been added to the Arsenal, you just need to wait.

I'm pretty sure ou can get the items from regular daily containers if you switch on  "Collect" in the collection screen for Belle Epoque.

There's no "Collect" switch in this collection. Collection items can only be obtained with containers.

Many of the more recent collections are "permenant", being always available and can be completed by collecting daily containers once you have received the first container and started the collection.

However a number of collections are effectively time-gated and can only be completed by collecting containers related to that event via quests, challenges and combat missions. Some of the earlier collections has been available for completion via purchasing containers. Also AFAIK, the new Italian Regia Marina-themed collection that would be available in Patch 0.8.10 as another part of the Italian event would also be time-gated, perhaps due to its main reward, the Italian unique commander Luigi Sansonetti.
