Fire prevention or concealment on JB?

Hi guys, now that I have free respec, I am struggling making a decision whether to go FP or CE on JB. Any thought?

I will go CE for Every ship except CV

FP won't do any help if you fail to escape from the HE spammers. Sure it limits the numbers of fire set on your ship to 3 instead of 4, but you still die right after you extinguish the first wave of fires. because another one will pop up soon. CE is a solid choice because... it just works!

CE is the holy grail for UK BBs. Some Russian BBs also gains benefit from it.

Just about all of them, I suppose. 

The lowest I could manage with a 19pt cap + Concealment upgrade was 14km, which is rather sneaky for a battleship as big as Yamato.

I take both.... but CE first if you don't have enough captain points.

I use the manly build aka Secondaries. 

Otherwise just go for CE first and pick up FP after.

All of them. Though the USN and RN BBs can get pretty good concealment and surprise some cruisers if you play smart and use islands to mask your approach.
