British rank 4 CV's not getting double torp and bomb per attack run.

Hello as per the title.

 

why dot he Japanese and USA rank 4 Carriers (Hosho and Langley) get 2 planes in attacking flight (2 torpedoes or bombs launched at a time) and the British Carrier only gets 1 plane in the attacking flight.

 

This is huge, it's basically double the damage and they way ships have been dodging my torpedos and bombs lately it's a larger attack spread, which makes in more likely to hit.

 

Why is this very game affecting change been made? or more accurately why was it not universal?
