There has only been 1 doubloon T9 premium in the game, Kronstadt. 2 if you count Missouri from RNGesus Santa Claus containers.

All other T9/10 premiums are purchasable by in-game currencies which you need not pay a cent of real world money.

Steel, Coal and the limited duration currencies are all attainable via money indirectly. The amount and accusation method can be different but there are ways(i.e. steel campaign, coal in lootboxes etc).

Also, I've mentioned this before that if you can buy your way to one of those premiums, due to their obvious combat-advantages, you can farm resources even more effectively. So rich gets richer

You're forgetting that Alaska and Azuma were available for purchase in the store with real money which is something I was definitely against
