T10 US DD Somers - Did I miss the Dev Blog reveal?

T10 DD Somers. Is there a Dev Blog link I can read? Did I miss it? I saw her name in the Patch notes and was like "Huh? What?"

Look at those SP turrets. They are uglier than I expected.

 

This is also T10 in my proposed US torpboat DD line.

Hmmm. Looking at your tag line about speculative lines, in particular lines splits with give a torpedo boat alt line.

I read a thread the other day regarding DD viability in current meta, where OP more or less said that while DDs in general are still viable with the right gameplay (if not particularly fun or easy), torpedo boats were basically cactus and no longer viable in current meta.

So... given you suggest more torpedo boat lines, how do you think they fare in current meta?

Or do you just want to see more cool ships and think WG should change meta to allow all ships to be viable?
