Best effective range for me is <=13km , dispersion is so nice to look at and had a laugh in it

Sheer accuracy of Survival spec Vlad at <10K battles will outgun a secondary Bissy.   Bismarks only chance is to keep burning it, hope the repairs are used prematurely and hope for lucky main hits.  Vlad will consistently punch holes in the Bismark.
