They are 10-point captains and each come with their own special voice but that's about it.

The HSF captains can crew HSF ships regardless of nationality (eg Akeno Misaki can crew the HSF Graf Spee despite it being German), but I am not sure if it is the same for the AL captains and AL ships.

I don't have those AL ships but perhaps someone who does can confirm.
