Captain skill recommendation for Hosho (New CV Gameplay 0.8.0)

Guys,

What's is your recommendation for commander skill in HOSHO?

Since 0.8.0 there are several updates in commander skill. I'm looking in wiki.wargaming.net and shipcomrade.com it needs to be updated.

So far I'm using improved engine boost and torpedoes acceleration.

I took Last Gasp, AR, Armor. (My cap'n is just 7 due to how low exp I get after rework) I'll prolly get CE next, not for the Hosho's benefits, but for the paper planes.
