Summary:

The US Navy requested a design of ship as a response to the Kongo-class battlecruiser (not to be confused with the T5 in the game). 6 vessels of this class were ordered,. However the bars set by the US Navy for these ships were way too challenging for the American shipbuilders to accomplish at that time. 4 of them were cancelled, and the rest were converted to CV to comply with the Washington Naval Treaty.

Additional suggestions:

Name:

- Lexington (CV would be renamed to Saratoga)

- Constellation, Constitution, or United States (the designated names for the cancelled ships, the one I don't mention was Ranger)

Tier:

- 7

Balancing:

- Replace some or all torpedo tubes with additional AA mounts or small caliber secondary mounts

- Her turning radius should be similar to Hood's (about 900m), and her base rudder shift is between 13 to 15 secs)

- Her gun reload time, range, dispersion, and sigma should be similar to Colorado (nerf it a bit if WG allows her to keep some/all her torpedoes)

- Her consumables are; DMGcon (BB standard), Repair Party (equivalent to Colorado's), and possibly Spotting Aircraft (the US Navy planned to mount the catapult launcher on her aft as a part of her future retrofit)

I actually tried suggesting them. Check the US tech tree suggestion.

USS Lexington is already a carrier. Though they can break that trend by labeling USS Lexington with a year model like "W. Virginia". Though that is uncertain.
USS Saratoga may or may not be both a carrier or a premium due to her service in WW2 and survived the war like USS Enterprise. 
USS Constitution and USS Constellation are your best bet as a battlecruiser for the tech tree.

And this idea just came to me just now, USS United States will be a premium,  and she will received the 1944 upgrade of the USS Tennessee and/or USS West Virginia look when they returned to service. Losing the "Cage Mast or Lattice Mast" and replacing them with "Tower Masts (I think that's what its called? Correct me if I'm wrong.)".

Although those were not historical, I bet HMS Hood would have received her upgrades to look like HMS Renown. If only WW2 did not early or KMS Bismarck did not sink her. Either scenario, HMS Hood and HMS Repulse would have been upgraded with the "Queen Ann's Mansion" superstructure.

Yeah since WG released P.E. Friedrich with her hypothetical refit, I'm sure WG would treat this ship similarly. And this ship would fit at T7 because the US line already gets Arizona & W.Virginia at T6, and Alabama & Massachusetts at T8.
