It happen for issue which has nothing to do with purchase like opening like transferring captains. I sent a ticket and they said they are aware of it. I heard about my clan-mate trouble-shooting this issue on my clan's chat after discussion about people deleting their abandoned accounts due to unlikely to report hacker misuse of it (i.e. selling, impersonating, etc). He said this happen after disconnection if you re-login into WOWS, you have to exit both game center and WOWS. I tried restarting it but sometimes take around 4 times to make it work.
