Does the Minotaur suffer Steering Gear and Engine damage regularly? ie Loss of Steering / Loss of Engine for timed periods.

I am currently allocating skills to my Neptune Captain. This Captain will transfer to the Minotaur.

Not as regularly as on French cruisers. But still happens if the shells hit the ship's aft other than the citadel. However any hits that knock out the engine are also hits to citadel.

more like mobile browser issue xD

Light cruisers and some Heavy cruisers tend to suffer with that issue if you are trying to kite and showing your aft to enemy.. But if you ask me try something like steering gears mod 1...

Busted engine/steering are the least of your worries in a mino. Your main problem is catastrophic multicitadel. -Instadelete-

Don't worry about engine/steering gear damage  - the entire warship explodes with just couple of enemy shells - something that you might be used to if you have played the Edinburgh with top tier MM. 

Instant deletion as someone pointed out. 

The Real question is "Whether you will go with radar or Smoke in your Mino ?"

exactly! if someone is shooting at your mino... The odds are you will be very dead long before any other damage plays any part in it.. Because EVERYONE in range will immediately switch to shooting at you... because everyone knows a mino is made of citadels stacked on top of each other... with a wooden frame built around them with citadel ribbons stretched over it to make the hull... like an old canvas bi-plane... thats just lies in port where they claim it has armor.
