I have recently noticed a change in game mode of changes in the colour, like a cloud that starts out small then spreads out over the entire screen. Is this meant to occur?

I thought about what you said regarding my graphics but remembered I noticed the same effect on a youtube video featuring WOWS.

And just a few minutes ago I was watching the below video and at around the 10:20-10:30 mark you can see this effect: 

 

The colour changes over the ocean area, spreading out.
