10 point commander skill for Nelson

I'm coming up on 10 points for my Nelson Commander.

I'm torn between concealment and Fire Prevention (3 fire one, not 4)

 

Which is best?

Fire damage isn't very deadly for Nelson since you get the mega heal. So better to invest in CE first. Then you can take FP at 14.
