Now i seen people dont read your notes  and just blindly download and start the game 

Suggestion:

Deactivate the "Play" button when the public test server is not up 

Activate it only when it is up and running for players

I disagree.

If people are too stupid to do some research then they can take a hit on their downloads.   Maybe a throttled account may teach them to read next time.
