Unable to play all game modes

At the evening on 19.10.2018, when I entered the game, I found all warships (included teammates and enemies) could not move after the war started. Therefore I left the game and try a new one and however the situation remained the same. All warships could not moved except planes. Then I left the game again. On 20.10.2018, I received a punishment that I could only play the union mode and that is I could only play against the computer teams. Please restore my rights to play all game modes.
