Who are at the helm of these WoWsCSTesting accounts?

I saw a screenshot of these WoWsCSTesting*four digit numbers* accounts divisioning two Stalingrads in my clan's chat group.

Any WG staff kind enough to explain who are using these accounts, what are they doing and is divisioning two supertesting ships against NDA or something?

Edit:

Oh apparently they are STs and CCs trying out the new Tier 10 special upgrades (and Stalingrad).

Flamu and Fara have put up videos on Youtube where they were clearly using such accounts. 

Don't think it is against NDA to division when supertesting ships though.

IIRC quite a while ago when Black was still being tested, three STs divisioned triple Black which led to a community outcry. After that WG seem to have implimented a new rule which forbid multiple ST ships in a division. Clearly divisioning ST ships with normal ships is okay, but multiple ST ships in a division? AFAIK that is against the rules, at least for supertesters

Testing.

That's the key word.

How do you find out if a certain action is going to be game breaking without actually testing it?

Better for the testers to find out now and then take steps, rather than release the ships to the public and have everyone divvying them.

It seem that these accounts were distributed to CCs for testing new ships and upgrades.

But can any WG staff answer me, is divisioning two Stalingrads against the rules set for these CCs?

Just blow them up, let them test how quickly the ships will sink... Other than that, who cares ?

 A few days ago, I happened to meet with three people at the random battle.Their names are WOWsCSTestingXXXX.They made a three member division,including test ships ―Stalingrad, Yamato and Worcester.

It's more a clarification around the rules for them, normally, ST'ers cannot division with more than one test ship - but in this instance there special accounts and may have special rules around them. 

So i'm simply clarifying with those in the know.  :)
