Following. (I have this problem before the rescue patch - reset every few games or use exe to start will minimize the problem last time)

Had it the other day. I did an integrity check. It fixed whatever was wrong. Maybe i was lucky... you could try it.

On the client. When u start the client u can set it so it will check the game installed for integrity.

The game center on the launcher. Go to game settings. Then Check Integrity. 

You mentioned that its an FPS issue and also a latency issue. Check for driver updates also. Latency could be an issue with your ISP. I had ISP maintenance in the area recently which caused spikes while upgrading.

the game simply just eat too many resources. i run in all max graphic settings, it took quite a long time to load. tried switching to med - low it still have quite long loading + fps drop when enemy ship first rendered

Yep, running the latest drivers. Problem still exists but is a bit inconsistent.
