pre WW2 : 1. RN  2. IJN 3. USN

1939-1941 : 1. IJN   2. RN   3. USN

1942-1946 :  1. USN  2. RN  (IJN removed due to not having ships)

Modern Era :  1. USN  2. China   3. Russia   4. JSMDF   5. RN (if Nuclear arms included they would be 4th and JSMDF 5th)

I can accept late 1944 (October on) for not having ships.

Japan did have ships in 1942 (Coral Sea?, Guadalcanal?, Midway?) and they still have significant number of ships in 1943 (Marianas Turkey Shoot? How did all those carrier born planes get there?)

and before IJN streak of lossing their military naval fleet.

 

Their Logistic/supply fleet is already taken toll.

war is not just about raw military power, but also supportive roles. like cargo ship, supply and transport

As US submarine and mine blockade dealing heavy blow to Japan.

US shipyard chunking 1 Liberty Ships every 4 day. with such strong Supply chain taken into account - they exceed Japan combined Naval might :)
