Seeing as allied AI ships' ineptitude to WASD hax (they make no attempt to dodge even enemy torpedoes), the friendly-fire off really is for the better.

Of course they can. If you end up in a PvE battle by yourself the bots are literally copied for both teams, meaning that the programming is also the same.
