Torpedoes appear to have 100% accuracy upon impact.

This is historically inaccurate.

Some early US torpedoes had as little as 10% reliability rate.

In a published diary of a Japanese submariner, mini sub after getting by defences in the harbour found that not all his torpedoes exploded on impact.

Is it possible to have an inbuilt reliability factor depending on torpedo type?

Already discussed in other threads, this is like nth times already. Dud torpedo % chance, premature detonation, US torpedo's gyro turned around against the owner, apply each nation's torpedo flaws, etc. into the game.

 

The common answer from players is the game is not a full-scale/full-blown naval battle simulation. What everyone pointed out are indeed true facts but it does not fit in a game setting of arcade naval battle like World of Warships. On my assessment, I have to say no on this one.

How do you think will a DD captain feel when he's landed a full torp salvo against a battleship and less than half of them detonate?

Think about it.

 

That's just spoiling baBBies and players not smart enough to try dodging torpedoes even more...

You want historical accuracy? Try playing when citadels are guaranteed 100% chance of detonation, as normally citadels are the ships' protected vital parts which include magazines or boilers.
