What ships or Ship Lines have the highest velocity shells (Speed). I heard the Soviet Railguns were pretty good in this regard?

I think it's Akizuki with a velocity of 1000m/s.

akizuki got the fastest velocity when it is reased from the gun at 1000m/s

but. her shell is freakin light. it lost speed very much. those ultra high speed velocity is sustained probably just around 4km. when u shoot something above 7km. u'll see something that looked like USN shell flying from akizuki (rainbow)

 

the ship that got the fastest constant(up to max range) velocity is vodka IIRC

For muzzle velocity, Akizuki's 100mm/65 type98 is the highest. Having a freaking 1000m/sec MV. But this is only the case in close range combat. The shell, being of very small caliber(3.9") and light weight(13kg, compared to the more common 15kg weight of other navies' 4" guns), loses it's speed very quickly. The ballistics and shell speed are mediocre/bad at long range.

But for overall shell speed, Moskva. Slightly lower MV at 985m/sec, the shell is of heavy weight and loses very little speed when flying.

High muzzle velocity means  nothing if the shell  itself is too light and losses too  much of its speed during flight. This is why BB shell is utterly devastating if it was not for their poor dispersion. I sucks playing Mikhail  Kutuzov (44%er) due to poor judging of  shell at different range , the difference is huge due to the shell themselves being light.

TL,DR : lighter shells lose alot of their speed the further you shoot , and this rise up considerably for each km pass.

BB shell may not be the fastest at start  ,  but  definitely faster at the longest range.
