Lets say HE shell does 1k damage, so with pen, it does 333 damage, but lets say I have 20mm pen and I hit 21mm armor, would I do less but still damage the ship?

High-Explosive

These shells have an instant fuze, and burst immediately upon hitting a target. HE shells, like AP shells, do 1/3 of the max damage that is displayed in-port upon penetration, and full HE damage is awarded for citadel penetrations. Non-penetrating hits deal no damage. Although they have a certain armor penetration capability, equal to about 1/6 of shell's diameter — or 1/4 of a shell's diameter for German battleships — one shouldn't try to penetrate heavy armor with these shells. Naturally, hitting citadels of certain lightly armored cruisers and carriers with HE is fair game. Instead, HE shells are best used for knocking out modules, such as anti-aircraft emplacements, and starting fires, which can deal a large amount of damage over time.

 From the Wiki

Without IFHE the Atlanta will pen 19mm armour.  With IFHE it will pen  25mm armour but not 32mm.

Lets do some math!

HE caliber/6 = HE penetration (German BB is divided by 4 instead)

HE penetration > Armour, HE shell does damage 1/3 (33%) from the alpha

HE penetration < Armour, HE shells does no damage at all

Eg.

Normal 127mm (Atlanta)

127/6 = 21mm of pen, thus every shell that hits 21mm and less armor will do 1/3 (33%) of the alpha per shell.

If the shell hit 22mm and above armor, HE does no damage at all.

127 + IFHE

127/6 = 21

21 + (21x0.3) = 27mm of pen, thus every shell that hits 27mm and less armor will do 1/3 (33%) of the alpha per shell.

If the shell hit 28mm and above armor, HE does no damage at all.

HE, deal no damage upon no Penetration

HE do 33% damage upon Normal Penetration, and half of that value if the section were already  satturated (roughy 1/6 dmg)

HE dont callculate angling, only armor thickness

HE armor penetration capability, roughly equal to about 1/6 of shell's diameter — or 1/4 of a shell's diameter for German battleships

HE does not have to "PEN" to have a fire chance

if your penetration value is lower than armor thickness then it always 0 dmg.

So, if I used IFHE on a BB I should be able to citadel CL?

That depends.

There few cruiser have casemate and/or belt armor layered in front of citadel

HE shell have short fuze, (like only 10ms or so)

on such a cruiser, even if the penetration were sufficient.

the shell will explode before reaching citadel

Confirmed it; Hit Schors's front citadel using HE (with IFHE skill) of Fuso today. Inflicted max damage of HE shell (5700)
