Highly, highly doubt it. Covered in section 7 of the EULA, if I'm not wrong

 7.             Intellectual Property

7.1    The Service, including the Software, is owned and operated by Wargaming and its third party suppliers and licensors.  The Software and Game, including without limitationthe code, graphics, game play, user interface, audio and other content(the “Wargaming Materials”)are protected by copyright, trade dress, patent, and trademark laws of the United States and other jurisdictions, international conventions, and all other relevant intellectual property and proprietary rights, and applicable laws.   As between youandWargaming, all Wargaming Materials, including intellectual property rights therein and thereto, are the sole and exclusive property of Wargaming or its subsidiaries or affiliated companies and/or third-party licensors.  You may not to sell, license, distribute, copy, modify, publicly perform or display, transmit, publish, edit, adapt, create derivative works from, or make any use of the Wargaming Materials except as expressly permitted in this EULA.  Wargaming reserves all rights not expressly granted in this EULA.  You shall not acquire any right, title or interest in or to the Wargaming Materials, whether by implication, estoppel, or otherwise, except for the limited rights set forth in this EULA.

7.2    World of TanksWorld of WarplanesWorld of WarshipsWorld of Tanks GeneralsWorld of Tanks BlitzWargaming.net” и Wargaming”  and their respective logos are trade marks or registered trade marks of Wargaming (in the United States and other countries). You may not use or display such trademarks in any manner, except as expressly set out in this EULA.  All third party trademarks and service marks that appear in the Game are the property of their respective owners and all rights in them are reserved.

Also opens a can of worms about staff impersonation.

Looks like WG has different IP Rights there, tl;dr version is:

- You are not allowed to sell without permission, that's common among IP Rights.

- You are not allowed even it's for personal use. Because it mentioned there you can't publicly display works of Wargaming Materials, maybe it includes personal use. Do they enforce this? I have seen few in the past WG Gatherings though, personalized T-Shirt with WG Materials on it. Hah!
