Update to DirectX 10. You can do this by upgrading to Windows 10. Do you also have an Intel graphic card installed alongside your super-leet ATI card?

For a more detailed answer could you please provide us with the DxDiag?

You're running an AMD APU with integrated Radeon graphics (roughly on par with an r7 240 or so) which is more powerful than your dedicated and older 5450.

DirectX 10 has been compatible with Windows operating systems since Vista so I doubt that'd be a problem in this case unless you're still running XP.

You could try removing your 5450 (which is an older low end card not really suited to gaming) and running games with the APU instead, it should give you a boost in performance.

Follow Brady's advice in this TomsHardware post: http://www.tomshardware.com/forum/id-2008139/enable-amd-a10-5800k-apu-graphics.html

You'll need to connect your video cable to the output on your motherboard rather than your 5450 like in this image: https://i.stack.imgur.com/E2xvG.png

OS = W7 Ultimate SP-1

Processor = i7-3770 3.40Ghz

Motherboard = Gigabyte

Vcard = AMD R7 200 series (1gb)

Mem = 16 Gb

DirectX = DX 11

Monitor = Phillips 247ELPH

WoWs Graphic setting :

Very High (1080p) = 30~50 fps

High (1080p) = 50~60 fps

BIOS, Graphic Cards, Flashplayer, Microsoft Visual C++, Windows, etc. Essential program for gaming always up to date.

1 thing that different was, AMD up to date driver is AMD Radeon Software Crimson Edition Display Driver version 15.30.####

When I play Fallout 4, these up to date driver flicker the FO4 UI, so I rolled back to 15.20.####

Could be that AMD Driver version 15.30 are failed update. Who knows.
